Streetworks Coordinator

ROLE PROFILE:
Manage all aspects of Streetworks licensing, high level consultation with Local Authorities (LA) and stakeholders required to maintain Works Programmes, as allocated by your line manager.

KEY RESPONSIBILITIES AND DUTIES

  • Preparation, submission and updating of Streetworks licensing applications in compliance with current legislation and chase up licences where required.
  • Preparation and submission of other any other LA applications that may be required including TTRO’s (Temporary Traffic Regulations Order), Bus Stop suspensions and Parking Bay suspensions etc.
  • Ensure all permitting activities are submitted in accordance with National Conditions for Permit Schemes, Code of Practice of the New Roads and Streetworks Act 1991 and Traffic Management Act 2004.
  • Liaise with client’s and stakeholders, providing excellent customer service to meet and exceed the client’s expectations including attending conference calls and on-site meetings when and where required.
  • Work with Commercial and Accounts colleagues to ensure payments for licences are input onto COINS and track payments so works are not delayed.
  • Keep a log of refundable deposits paid to LA’s and contact LA’s to redeem monies after the guarantee period has lapsed.
  • Ensure any non-compliance notifications received by LA’s are dealt with in a timely manner and issued to relevant Operations Team to deal with. Update LA where required. Report any non-compliance issues where appropriate, by escalation to the Team Leader.
  • Work closely with Accounts in Forecasting LA payment. This includes keeping a log of LA fees that are forecast to be paid and ensure this is shared with colleagues in Accounts in a timely manner.
  • Work with Commercial and BID Team on tenders to ascertain predicted licensing fees.
  • Leading communications to sensitive frontages in conjunction with Operations.
  • Lead on Specific Projects from a Streetworks perspective including attending client, stakeholder and project progress meetings.
  • Mentor colleagues and provide in-house training for the team.
  • Review Traffic Management (TM) plans received by RA (Reach Active) TM contractor to ensure they capture any known comments highlighted by LA.
  • Review TM plans received by RA TM contractor to ensure they have captured any Bus Stop suspensions, Parking Bay suspensions and check if any TTRO’s are required to be submitted to LA.
  • When defect inspection / lane rental charges are received from organisations ensure they are checked and challenge where applicable. If the proposed charges are acceptable then raise relevant COINS order / cert and process for payment. Escalate to Line Manager where applicable.
  • Provide cover for Line Manager in meetings in Line Manager’s absence.
  • Communicate with Operational staff to deliver client specific requirements.
  • Ensuring compliance to all procedures.
  • Development of strong team working relationships.
  • Any relevant duties assigned by your Line Manager.

SKILLS AND EXPERIENCE

  • Working knowledge gained through experience of the New Roads and Street Works Act 1991 and its associated Codes of Practice / Regulations (particularly in relation to Permitting and Noticing).
  • Strong customer service/ Client liaison.
  • Good communication / people facing skills.
  • Excellent organisation skills.
  • The ability to multi-task / work on several projects at any time.
  • Flexible and able to cope with change.

Essential

  • Excellent interpersonal and written communication skills.
  • Ability to manage completing priorities and meeting deadlines.
  • Experience of using computerised mapping systems.
  • IT Literate.

Desired

  • NRSWA (Supervisor) or LANTRA Qualifications (to assess TM).
  • Working knowledge of COINS.
  • Previous experience within a utility environment.
  • Microsoft Excel proficiency.
